What is Microsoft Copilot Studio?

Microsoft Copilot Studio is a low-code environment where organisations build AI agents and workflows, connect them to their own knowledge and systems, and make them available in the channels where people work. It is intended for an organisational agent built around a clearly defined process.

Imagine an employee has a question about an internal procedure. An AI agent can answer from a defined set of approved sources and start a next step within predetermined boundaries. The process owner decides which sources count, which actions are allowed and what happens when the answer is missing or uncertain.

The difference from Microsoft 365 Copilot

Microsoft 365 Copilot helps individual users in applications such as Word, Excel, SharePoint, Outlook and Teams. It uses information that the user already has access to. Existing roles and permissions therefore continue to determine which documents, emails and chats are accessible.

Copilot Studio is the layer where you configure an AI agent for a specific organisational process. You connect knowledge, tools and actions, test the way of working and choose where the agent becomes available. An agent can, for example, start a fixed workflow to retrieve data or perform an action, while a workflow can call on an agent for a step that requires judgement.

What can you build with it?

Copilot Studio can connect agents to knowledge sources, tools, connectors and workflows. An agent can interpret a question, use relevant permitted information and propose or perform an action within the boundaries you design.

That is useful for situations such as answering an internal question from checked handbooks, guiding an employee through a process, bringing together information from different systems or starting a fixed follow-up action with human review of exceptions.

What do you need to arrange in advance?

An agent only becomes reliable when the boundaries of the process are clear. Before you roll it out widely, arrange:

  1. An owner for source information, rules and improvements.
  2. Knowledge sources that are and are not allowed.
  3. Access to information, actions and connected systems.
  4. Action boundaries for anything that is an irreversible or business-critical step.
  5. Testing and handover so an employee can take over if the agent cannot continue.
  6. Management of usage, feedback, costs and changes.

Copilot Studio includes management capabilities for data policies, authentication, knowledge sources, actions, connectors and audit logging, among other things. Your tenant settings and process rules determine how you use them.

When is Copilot Studio not the best choice?

Choose a fixed workflow first if the route is predictable. A request with required fields, routing to the right colleague or an approval with clear rules does not automatically need to be an agent. Power Automate is built for automated workflows between applications and services.

Choose custom development if the process requires your own software, an unusual integration, a separate user experience or more control over the technical runtime. Microsoft Foundry can be an Azure building block for this, but the implementation choice starts with the requirements of the process.

A Copilot Studio agent does not automatically have access to every enterprise feature either. The available capabilities differ by subscription, environment and connector. Check the specific workflow before you commit to a design, budget or rollout.

Where do you start?

Start with one question employees often ask or one process where work gets stuck between systems. Describe the source information, the desired action, the owner and the point at which someone needs to check. Then read the guide to AI with Microsoft 365 to decide whether Copilot Studio, Power Automate or a custom development approach fits.

FREQUENTLY ASKED QUESTIONS

What is the difference between Microsoft 365 Copilot and Copilot Studio?

Microsoft 365 Copilot supports a user in Microsoft 365. You use Copilot Studio to set up an organisational agent or workflow for a specific process.

When is Power Automate better than Copilot Studio?

Power Automate is often a better fit when the route follows fixed rules, for example for approvals or data transfers. Copilot Studio fits when an employee needs knowledge or a next step through an agent.

Can Copilot Studio connect all systems?

That depends on the environment, available connectors, permissions and licences. Check the specific tenant before you commit to an integration or rollout.
